The arrival of cruise liners in Scottish waters has created massive opportunities for shore excursions. (It has also created opportunity for exploitation by some.) The Scottish Government have draft legislation to ensure that all persons carrying passengers for Hire and Reward†will in future have to have a minimum of a PHC (Private Hire Cab) plate. This legislation however is not yet in place. Cars are rigorously tested, often twice yearly, to a standard much higher than the national public requirement and are subject to spot checks by Trading Standards inspectors. Public liability insurance is mandatory and is more than adequately provided as a minimum requirement for all drivers.
